Fascism is not an economic system. Fascists are pragmatic about economics and take the view of “whatever works”.
The Italian fascists based their economy of corporations which coordinate with the state in a system not unlike French dirigisme or the Japanese system. It was not a command economy but a kind of highly regimented capitalism.
Later in the war, Fascists and Nazis did move more in the direction of command, as they found a command economy more in keeping with a militarised society at war. İn this, they were not that different from the UK, or even US, which also adopted semi-command economies to help produce war materiel.
Fascism has no ideological presumption about economics, the economy is to be subordinate to the political goals of the state but, other than that it’s “whatever works”.
